    is that the Republican mantra of keeping government out of business is a total fraud, designed to hide the fact that the public purse has always been targeted for private profit by our entrepreneurial class. Entrepreneurs, for the most part, are middlemen, who intercept the flow of goods and services in order to claim a share of the benefits for themselves without adding any value. They are the modern day version of highwaymen whose endeavors have been rendered legal by the fiction of "informed" consent. That is, if entities consent to be robbed, it's not robbery. See?  If a public agency enters into a contract to pay for services, even if the services are not delivered, the agreement to pay negates what looks like a fraud, if only because it is almost impossible to prove there was an intent not to deliver the service when the contract was signed. Much probably depends on the contents of the contract, which hardly anyone, but the drafters, bothers to read. Besides, "it's all boiler plate" a matter of routine, guaranteed, though that's not mentioned, to generate more income for the lawyers that drew the contract up. The rule of law is profitable.
