    They can be gamed.
    Texas has the outsized influence it has because they buy for the whole state. Many other places leave the buys up to the school diistricts. That large buyer then has more say in the content of the books. Which would be fine if they were insisting on well written, well balanced, scholar-reviewed guidelines, but to inject their backward socio-political views into textbook writing seems like an obvious blunder and you'd think the publishers would be up against some backlash from their own writers if no one else.

    If I ran this circus, things would be DIFFERENT!
