    Back then, I was thinking we should have a three strike rule, which would begin by establishing how many times a property had been rebuilt with public funds. Then, after the third time, the government would no longer provide FEMA funding.

    At this point, however, I don't think owners with oceanfront property, and even many with oceanside properties on the flood plain, ought to have a choice.

    If your property is extensively damaged in a storm, you have a one-time option to sell to the government. You have two years to decide. If you choose to rebuild, the government cannot provide any other FEMA support for rebuilding the home.

    This would apply to all homes built on floodplains everywhere.
