    As the government acts as a demand increase with it's "generous" buyout offers.

    However, as the number of coast dwellers decreases, or if another super-storm hits the coast, the property values will decline as costs to remain and rebuild (and insure) go up.

    I'm sure some people would like to live out in the middle of the ocean or in antactica or the middle of a desert for novelty purposes, but the costs and sacrifices involved in living there are just too great for the vast majority  of even those adventurous souls so they do not get developed or settled at all.
