    Pascagoula is also home to one of the biggest (and last remaining) shipyards in the country.  The people who live in Pascagoula are working class folks who are staying near the major employer in the area.  There's really not much place for them to go that would allow them to still afford to be employed at blue-collar wages.

    Instead of simply dropping money on the homeowners there, they need to look at hurricane-proofing what is built, if possible.  Pascagoula gets some wickedly high storm surges -- it's a funnel with the wide end pointing at the Gulf.  This is something for the clever folks with the CAD programs to be looking at.
