    If the USA released 90% of its inmates, we'd still have a higher incarceration rate than Finland.

    If California released roughly 110-120,000 people, or two thirds of its inmates, they'd still have a higher incarceration rate than Maine.  The costs of keeping those 110-120k inmates incarcerated is about $500 per family in California, or $2500 per public college student (UC/CalState/CCCS) per year.
