do this is they don't want anyone and everyone becoming an energy producer as this will upset the balance of economic power this is currently held by the other, quiet giant of corporate behemoths, the commercial utility energy industry and their "dead dinosaur" suppliers.

If this were to progress and become an even larger percentage required in more states, then the possibility of a true energy reformation and renaissance in this country would and could takeoff creating thousands of jobs and contributing to the economic comeback of this country along with accomplishing the goal of energy independence or at least cutting into it very heavily.  I have been waiting for a visionary politician who would take this concept and run with it, but no, there isn't anyone.  I had true hopes for our current President, but those thoughts of him taking on what is economically, and environmentally the moral thing to do is fast fading as well.  So much for climate change and all that "stuff".

It just isn't that important enough, I guess....

"We" don't want solar panels on every rooftop, or small scale wind generators in our open expanse of farming acreage or backyards, or other alternative energy producing technology with potential net metering here America to go either into the grid, or for private consumption.  "We" don 't want to create thousands of jobs within the energy industry in various new technology development to refurbishing of the current old technology:  It's bad for "business", and "we" just love the status quo with legislatively built in profit margins, thank you.

Money talks......Bullshit is all about having a single panel toy on a Saturday morning in the yard to show your kid how solar power can charge daddy's car battery when it goes bad........And that this is all it's good for.
