  •  The budgets passed by Congress are non-binding (4+ / 0-)

    resolutions.  It's obvious that the House and the Senate
    will pass vastly different versions with no hope of reconciling them.  Neither version can take precedence over the other.  

    The Congress also has obscure parliamentary rules that leave me wondering why the Republicans in the House are so interested in the Senate passing a non-binding resolution.  As always, they strategize to gain a partisan advantage and I'd expect them to use the Senate's budget resolution as a bludgeon on the Democrats.  I don't know what else they may have in mind but there's plenty of reason to be very wary of them.
