    They wanted you to download and print a form. Going to the library--especially if you work a lot as many poor people do--to wait in line to use computers to download form can be burdensome or not possible. In some less urban areas going to kinkos or somewhere that charges for computer time may not be possible. Even if there is somewhere to buy computer time, you have to be able to get there and that may be hard especially if they too are only open when you are at work. If you are lucky you have a friend who has a computer who can do this for you. If not, you could spend hours trying to get someplace with computer time. If you can afford it.

    It is so easy for people with printers at home or access at work to print a form they don't even think of how it is for millions of people
    a lot of us have computer access but no printer also (me).
    Luckily in my neighborhood is a small shop that you can email stuff too and they'll print it for you for a pretty cheap price. Otherwise I'd have to drive twenty minutes to get a form printed. Which again I can do becasue I am lucky enough to have a car and money (usually) for gas and to pay for the computer time.

      they require. Getting it all togeather could take someone months if they didn't have a car especially.

      People who constitutionally lack the ability to crawl into others shoes and imagine how it is to be them shouldn't be allowed to set policies like this.
