     If Democratic-leaning states are proportional while Republican-leaning states are winner-take-all, the result would be a Republican win every time.  
    The idea that states act in their own best interest as a foil to the federal governement doesn't quite hold up.  If that were true, Texas would be pushing to be  CD-Proportional state as well as it would increase it's leverage.  Deep colored states would be looking at ways to proportion the vote by population to make themselves more competative instead of the CD route.  There's a ton of ways.

    This is a national effort by a national party to consolidate power for it's own national self.  It is only cloaked in federalism rhetoric.  

    Most people say that what some people say is pretty stupid.
