    you assume states will act for the benefit of their citizens.

    The movements in PA, VA, OH, and so on are to enable local government to act AGAINST the interests of their citizens - once. I don't think they intend the governors of these states to survive 2016 if most of the state's ECV go against the votes of most of the citizens. They are literally sacrificing their own governors to give the GOP ONE Presidential term.

    And therefore they expect to be rewarded to do so. They are rational actors.

    And therefore the GOP intends to have ONE term where they will get everything done.

    Economics is a social *science*. Can we base future economic decisions on math?
