      Is a good example.  I see it as a mutually beneficial deal that excludes other states.  I don't see that here.  It's a law with condition enactment simply because it doesn't fulfill its purpose if too few states do it too.  There's no agreement needed between two or more states.  In that sense it's similar to the ratification process for a Constitutional Amendment.  You don't need any kind of agreement or compact between the states for it to be ratified; it simply comes into effect if 38 states do.
