    Greg Sargent:
I’ve now got clarification from Senate staff working on the bill, and it turns out that the enforcement commission’s judgments will only be advisory, and are entirely nonbinding. Congress’ actions will not be dictated by what this commission concludes; neither will actions taken by the Department of Homeland Security. The citizenship process will be triggered  by other means - emphasis
And this is where the republican cave fight will end up imo

I'd bet that the GOP won't be willing to give up underpaid no-medical/rights labor, and will still fight tooth and nail to stop full citizenship since they know that means more Democratic votes too.

Nancy Pelosi will have the votes if Boehner once again drops the Hastert majority of the majority rule, but will the GOP be smart enough to see that accepting more democratic voters is less damaging to them than shutting out the Latino comminity again?
Changing Texas demographics (for instance) should get them to drop this commissions "security" contingency BS but with todays bagger house who knows.
