  •  Well, the thing about the instinct-driven is that (4+ / 0-)

their behavior is imitative and repetitive. Quite naturally, they imitate what looks like success. Obvious failure or scorn turns them off.
That's why authority standing silent in the face of abuse isn't just complicit, it's stupid. It gives the impressionable the idea that they are on the right side of authority.

Then too, even the instinct-driven can understand the folly of throwing good money after bad.

Repetition is habit-forming, but I think it is a progressive mistake to assume that habits don't change. Certainly, some Cons have a self-destructive streak that makes them fail over and over, but experience tells public officials that failure does not necessarily end a career. Trying hard is rewarded in our culture.

People who don't expect to succeed can propose all kinds of stupid stuff. Then, too often, Democrats come along and show them how it's done. That's how welfare got reformed under Clinton/Gore and now Obama is fixing to require work permits from every employee.

    Beware of shoddy equality.

We organize governments to deliver services and prevent abuse.
