    The city of San Bernardino (east of LA) declared bankruptcy last year. Construction and real estate was a big part of the local economy (many other parts, like the steel mill in Fontana, having gone kaput), and when it went south, that hit hard. It is going to take time to recover. It is certainly not there yet.

    Even in San Jose, a much wealthier and financially healthier city, the budget for libraries, parks and even police has been cut. Local communities are not flush these days.

    But if you look at the whole state there are encouraging signs. Passing Proposition 30 was a big accomplishment. The legislature could not resolve the state's budget mess so it had to be done by initiative, and that passed, raising taxes to fund schools and colleges.
