    The supposed regret for the tragic loss of life only enters the equation when this pre-programmed worldview happens not to be true
    The "regret" only enters the equation when the shooter realizes that the outcome will land his ass in jail.  I'm fairly certain that there's no regret on Sailors' part for taking the life of a person who fits into his racist stereotypes, in fact I'm willing to wager that this incident only reinforces his xenophobia.
