    Levinson's argument is that the CA energy efficiency gains, relative to the rest of the US, are more of a result of demographic changes than they are energy policy results.  The exception, which the paper does not examine deeply, is in the industrial sector which has increased in CA and become more energy intensive while dramatically increasing energy efficiency.

    Energy efficiency and how people adopt and adapt to it is a very complex subject.

    This should not at all detract from Art Rosenfeld's work which has driven energy efficiency advances throughout the USA with the CA example.
