    of wingnut to retain power.  MM references part of it above: the retiree population is old, white, gullible in terms of racebaiting with respect to, as the older generation often calls them, "the damn Mexicans."  These are the people who complain about having to press 1 for English, & they are easily fooled into believing that the brown of skin are all violent drug runners & home invaders, & that Sheriff Joe is the SOLE LINE OF DEFENSE against Spanish-speaking chaos.

    The other part of the problem is the inner city, poor, often Hispanic population that doesn't mobilize to vote in their own interest, for any number of reasons (say, fear of the sheriff).  AZ's 7th Congressional District - formerly the 2nd - represented by Ed Pastor, is safe Democratic, but is one of the, if not THE, lowest performing districts in the entire nation in terms of voter turnout.  This is a serious problem for booting Republicans in Maricopa County as well as statewide races.  

    If this one district can improve its performance, AZ would become a bluish purple.
