    the core point to gun reform policies should be their clear argumentative construction and at least some semblance of provable policy effectiveness.

    In other words, any gun reform proposal needs two properties:
    - it needs to state a clear and measurable policy goal
    - its proponents need a advance a serious and rational argument about if and how their proposal would actually advance or meet the stated policy goal

    This would lead to some rational debate.  Though, as you correctly note, such debate seems to be Not Really Desired by the powers that be.
