    Whipping the vote on conscience issues has only served to make the Republican party more socially conservative.  Also, fox-hunting is still legal in the UK?

      It was banned in 2004, but due to Blair having gone off banning it and the difficulty of the police enforcing it if the law were ignored, it's banned in a totally half-arsed way.

      It's not illegal to chase a fox with dogs, but it is illegal to deliberately catch it. Instead it's supposed to be shot.

      In practice sometimes the dogs catch the fox anyway, and sometimes this is done deliberately. The difficulty is that proving it is extremely expensive, and only the RSPCA has the inclination and resources to do it (and the punishment is far below the cost).

      The net result is a confusing and badly-drafted piece of law, which doesn't noticeably reduce the number of foxes killed (because it's always been shooting rather than hunting that killed most of them) but may mean that a few more die slowly from gun wounds.

      The problem is that the ban reflected an urban and suburban vs. rural divide as much as anything. Town-dwellers think foxes are sweet. Farmers know foxes are extremely effective and persistent opportunist predators whose numbers must be controlled. But neither side talks to the other in ways the other is willing to understand.
