      That was the "Constitutional Option" - the first day the Senate chooses to continue with the previous session's rules and norms. There's the "Nuclear Option" threatened by Frist that uses procedural shenanigans to render a rule unconstitutional.

      They could end the filibuster any time they wanted to. It'd be called a power grab, but Reid could have ended Republican obstruction at any time. He doesn't want to, it's a lot easier for him to get nothing done and blame them.
