      I scrolled down this entire thread looking to see if anyone would question the "prevailing wage."  
      Mason tenders are unskilled labor. They do not lay brick. Even with pension and healthcare (how does "annuity" differ from "pension"?) $50 seems very high.
      I'm not defending the contractor by any means. He is a crook and should be jailed.
      I'm just pointing out that excessively high labor costs make it difficult to get things done, and numbers like this also contribute to resentment of union members and the perception that union labor is an impediment to growth.

        They build the scaffolds, they operate the forklifts, they mix the mortar.

        Annuity is defined contribution. Most unions have both. Non union (that has benefits) has only defined contribution. Pension you have to wait until retirement. Annuity you can withdraw from to buy a home, or emergencies. (But then the IRS penalizes you severely if you don't put the money back in your account).

      They have to know how to build scaffolding, and they operate forklifts with the masons. That's for the building, laborers on heavy highway work as pipelayers, do concrete finishing, check grades, etc.
