    And the civilian work-creation programs in Nazi Germany were actually quite small-scale, and mostly inherited from the previous administration.  The stimulus was overwhelmingly directed towards rearmament, and most of Germany's debt was run up either directly importing raw materials for armaments, or as a result of the overvalued Reichsmark (which made these raw material imports cheaper, but at the cost of pricing German goods out of a lot of export markets).
