    DEP's long preferred injection wells.

    There really aren't any injection wells in Pennsylvnaia (just a handful). So they take the water to wastewater plants. Plants that are not adequate. So now they're building all new plants all through the shale region. Since the plants aren't adequate they truck the waste to Ohio.

    In Ohio, a rare sequence of events (because it really is quite rare, although the mechanism is well known) caused a series of earthquakes near an injection well site near Youngstown. So that's out (well, for the Youngstown area. There are plenty of injection wells in Ohio. Some are approaching capacity.)

    There also wasn't much planning on the roadway side. The heavy trucks literally eat the roads. And believe you me, PennDOT absolutely warned that this would happen. They'd know.

    so yes, the phrase "there was very little planning" is accurate.
