    Raise rates.  Letters could be $.50 and they'd still be a bargain. Heck, even .60 would be fine, and how many letters wouldn't be sent if the rate went up a little?  Not many, I'd bet.

    But Congress has forbidden them from raising rates above inflation. Maybe they could change around the categories so rates on bulk mail went up?
