    20 years ago, a visit to the dump with a load of trash was free.  Then they began charging $5 for a pickup load and the dumping started.  As the price at the landfill went up, so did the dumping.  Now it is everywhere.  Ironically, environmental laws led to the dumping of lots of toxic waste in the backcountry.  In the "old" days, the stuff could be thrown in the landfill, making the landfill a toxic waste mess, but it was at least confined to a single area.  When it became illegal to dispose of toxics at the dump, and expensive to dispose of properly, it began to be just tossed out anywhere.  A sad Catch 22 in redneck land.
