    members to spare, above the supermajority in both houses? So there is a slight leeway for defections.

    I don't think that the Senate leadership would be proposing such laws unless they felt there was a good chance of passage.

      The issue in California has been that a supermajority was required to pass any tax increase.  That pretty much blocked Sacramento from passing a budget, but it's not like Washington where you need 60 votes to get anything at all out of the Senate.

      Most or all of these measures don't sound like they would increase taxes, so they would only need a simple majority to pass.  That lets a number of Democrats from more conservative districts off the hook.
