        Archbishops, who are often cardinals, but not always, supervise other bishops, but to say Mahoney was "over" the OC diocese is like saying the Pope is "over" the OC diocese. Technically true, but misleading, as he didn't have a day-to-day oversight. You want to make a"buck stops here" argument...? Anyway, the OC diocese's finances are different. In 2001, then Bishop Brown announced buying property to build a new cathedral that was going to cost about $200M. In 2005, he agreed to a $100M settlement for the OC's share of the abuse scandal, and that he felt it was inappropriate to raise money for the new cathedral in light of it. Then Crystal Cathedral Ministries went belly up, the diocese was able to buy their campus for a relative song ($57M), and the Schuller people are leasing most of the campus back, covering most of the note. I can see outrage over the scandal, but the cathedral purchase is mostly paying for itself and is not depriving local parishioners anything beyond the initial sacrifices they have made to pay the settlement. And the victims are being paid.
