    rather than a legal issue is the right path.  

    Warehousing people for small or large quantities of drugs doesn't do much good, other than prop up the prison industry.

    The real 'win' is getting people off drugs and helping them be engaged, contributing members of society.  

    Addressing the demand side, rather than the supply side, is the only thing that really works. Look at 40 years of drug war now and every high schooler can tell you where to score pot and usually a lot more.
