    and am so tired of RWs using her for a rhetorical football.  Most of the small business owners I know here who complain about taxes and regulation are driving new Mercedes, Lexus, hiring and/or expanding, remodeling their large homes and have country club memberships. I don't see them all in a mad rush to begin the exodus to Texas, even as they carp and complain. (Sigh, I live in a pretty red area of California.)

      This 5 year depression has been very hard on folks in the recreational sector. That is discretionary income. If people feel poor, they do not go camping and fishing. We haven't had a front end employee in 5 years. No Lexus or Mercedes or country club membership here. Permits and regulations have not gone down but up. Some folks in business have been doing fine. Others, not so much. We're hanging on and hoping '13 improves.

      if a habitat is flooded, the improvement for target fishes increases by an infinite percentage...because a habitat suitability index that is even a tiny fraction of 1 is still infinitely higher than zero, which is the suitability of dry land to fishes.
