    Cons have no choice but to obstruct. They are deathly afraid of change, so all they can do is stand pat and count on being moved by an irresistible force.
    I don't think the fearful can overcome their own fear. Like abuse, fear requires outside intervention. Efforts to effect a change are bound to fail because what the Cons are afraid of is change.
    The more it is tested, fear just becomes obsessive.
    The mistake is in having such people in a public office.  But, at present, that can't be fixed in the Senate.

    We should develop some sort of practical test to weed out the fearful candidates before the next round of elections. Verbal bravado doesn't count, though it may provide a hint that the person is endemically insecure.

    We organize governments to deliver services and prevent abuse.
