    Criminals did not have easy access to easy victims and escape routes.

    Part of the drop in crime is because no one could go anywhere, except by walking. Going somewhere involved a lot of uncertainty about how easily you could get back.

    The subway was totally shut down from the evening before the storm until at least a day after, and subway/train/bus  service between Manhattan and NJ/Brooklyn/Queens was restored gradually.

    Following the storm, many gas stations either had no electricity or they ran out of fuel or they had huge wait lines.
