    should be approved without any further processing. Then they can use that 300 million computer system to make sure new claims get processed in an expeditious manner.

    If people are really concerned that some fraudulent cases will slip through, then allow for post approval claw backs in case the VA subsequently finds fraud.

    This claims processing is way too much like private medical insurance, where the claimant has the burden of proving the claim and the VA has a vested interest in delaying or denying payment. Turn it around: assume all claims are valid, and put the onus on the claims processor to prove fraud.
