When a medical examiner rules a death a homicide all that means is that the examiner has found that the actions of a person or persons were the direct cause of death. It’s just a statement of fact and carries no connotations of wrongness or guilt with it.

The criminal liability of the police officers is an entirely separate question. A finding of homicide may seem like a step on a direct path to criminal prosecution but, especially in the case of police, that is not a safe assumption.
