    Is he suggesting a national ID card when he says "tamper proof?"

    That's not even "gun control". It's more like "massacre control".

      The 'tamper proof ID' was part of IRCA as well, it was spiked by the Democratic Party.

      From the 1986 IRCA text

      "(B) USING OF COUNTERFEIT-RESISTANT DOCUMENTS. -- If the system requires that a document be presented to or examined by an employer, the document must be in a form which is resistant to counterfeiting and tampering.
      A 'tamper proof ID' is really the only way to make a meaningful impact on illegal immigration -- this was known in 1986 -- which is, in my opinion, exactly why the requirement was spiked.

      And what you'll get with this 'comprehensive immigration reform' is the same thing you got with the last 'comprehensive immigration reform'. A massive increase in legal immigration, more and more expansive guest worker visa programs, and little else.
