      industries that emit carbon (steel making, for example) have by and large moved to Asia recently.

      So, not only should a carbon tax be imposed in North America (and Europe for that matter), but a corresponding tax/tariff should be imposed in imports so that corporations cannot avoid paying by manufacturing their products offshore.

        in 2009, his first official visit to a foreign country, Canadians tried to pin him down on whether he would accept the dirty oil from the Tar Sands (it was already flowing into the US). He kept bringing up "carbon capture" and "cap and trade" in his response to dirty oil and coal. They are just not feasible and a carbon tax would be better if it leads to conservation. Best of all would be conservation and breaking the addiction to fossil fuels.
