    It's a very long standing California tradition to need a super majority to raise taxes.

        Since late in the 19th Century California had a supermajoriy requirement for any state budget that increased state spending by more than 5%. In all the years between the passage of that law and Prop 13 in only two years was the budget raised less than 5%, and therefore could be passed by a simple majority. Your answer is technically correct, and it is for tax increases, but for passing the state budget the supermajority rule traces back over 100 years.
