    in that documentary is how OSHA and others are often aware of the dangers and too-common flaunting of existing laws, but have no legal jurisdiction to act in many cases because companies utilize subcontractors to avoid liability.

    Companies cited push contractors and employees to produce (often with no regard for safety) but carefully construct "arm's length" relationships and other business tricks that allow them to avoid responsibilty for the associated risk.

    Similar findings suggest that some airlines operate regional carriers under similar arrangements --- as with a major crash in Buffalo where the "parent" company (Continental) sought to deny any liability.
