    Really, that's extraordinary.  The purpose of the statute is to ensure that American citizens' right to vote is not abridged solely on the basis of their race.  The "entitlement" at issue is the right to vote.  That entitlement arises not from race but from citizenship.  Calling it a racial entitlement isn't a dog whistle; it's straight-up racism.  A dog whistle would require more veiled and coded language.

    Given the deliberate (and very recent) attempts to keep minorities from voting that have been documented on this site, it's amazing to me that someone would argue that the VRA is somehow nearly obsolete.  Racism and race-based efforts to prevent voting remain a huge problem in this country.  It's blinking at reality to claim otherwise.
