    prohibits each government in the United States from voting discrimination based on race.  That in a nutshell pretty much says voting by all is a constitutional right.

    As far as the Constitution being some dead relic that is complete right wing bunk.  If it was a dead document, it couldn't be modified through the amendment process and there could only be one interpretation which we obviously know isn't true now and never has been true.  Every day the Constitution grows lives and breaths as every case with Constitutional implications is decided.
