Since there are a lot of ways to look at it.

Some people are offended by the original comic-book character, since it was a Fu-Manchu, yellow-peril villain.

Also, while it's arguably a case of "whitewashing" (i.e. casting a white actor in an ethnic role), the other element that's a part of this is that the film was partially filmed in China, with Disney wanting to get wide distribution in the Chinese media market.

There are some reports that the ethnicity of the Mandarin was changed/left ambiguous in order to get the film past Chinese censors.

    From Yahoo! Movies:

“His nationality is not even clear because he is shrouded in secrecy,” “Iron Man 3” co-writer and director Shane Black told Yahoo! Movies. “He has crafted himself in the manner of the Mandarin, of a warlord. And I think that’s great because you get to do the comic book but you don’t… have to deal with the specifics of Fu Manchu stereotyping.

“We’re not saying he’s Chinese, we’re saying he, in fact, draws a cloak around him of Chinese symbols and dragons because it represents his obsessions with Sun Tzu in various ancient arts of warfare that he studied.”

They could easily have gone the route of Warren Ellis, with his hardcore Mandarin-analogue that merged the "yellow-peril" villainous stereotype with a truly independent background.

Actually, that would have meshed well with the latest Mandarin incarnation in comics, where China's state-backed version of the Avengers helped Stark in battle against their common foe (i.e., China comes out looking quite respectful and on an even footing with USA heroes).

"So, please stay where you are. Don't move and don't panic. Don't take off your shoes! Jobs is on the way."
