    there were even metal detectors.  We wandered around the place, went wherever we wanted to.

      Not sure when though, but they were definitely there for a number of years before 9-11, and definitely before the 1998 shooting in the Capitol when a man ran up the rotunda steps past the metal detectors and almost shot his way into Tom Delay's office.  Two Capitol police officers were killed, and the shooter was found incompetent to stand trial and will remain locked up as criminally insane, likely for the balance of his life.  Link here.
