    (that being said, don't they cross off people who have already voted at the polls? If they got her ballot, shouldn't they have a record of that and deny her a ballot when she goes to the polls on election day?)

      there's usually a notification in the voter register for who was sent an absentee ballot; sometimes though they get lost or delayed in the mail, or the recipient will misplace it so people are allowed to vote provisionally. That was the big problem -- the woman should have been given a provisional ballot, that wouldn't be counted until it was verified that she never returned her absentee ballot.
