    There are a lot of answers needed, and I've got the same concerns you do.  I also am wondering how they're going to validate who is covered vs. who is not (will it cover everyone showing up at a New York facility, even if they're from a neighboring state or they're undocumented?).  Will it cover visitors (since NY has a lot of tourists, especially in NYC)?  

    What will insurers do?  Will they be relegated to only helping people who go for private plans while those who accept the public plan never have to deal with them?  Will doctors have some number of patients they have to have as part of their practice in order to practice in the state, or will those who depend upon high fees be allowed to just treat the rich and the other doctors are left to treat the unwashed masses?  I can see concierge doctors becoming all the rage, which actually might not be a bad thing - let the rich get treated by their own, so long as they can't defund this NYHealth program.

    In any event, I think the discussion is important to have.
