    implies that the Administration had a choice, but chose not to exercise it.

    That is very different than answering "no" to a question of having authority.

      dismiss the idea of using the force in question. Holder then later told Ted Cruz even before he joined Paul in his phony filibuster "No" to using drones. So you have "reject" and "No". Sounds pretty clear, nes pas?
