    The presidential permit section is probably the red-haired stepchild of the State Dept., with only a half-dozen issued in the last 10 years.

    Most of those folks involved in reviewing those permits are probably civil service workers, slogging towards a pension, rather than political appointees.

    The way State chose the EIS consultants for the pipeline was shabby, but no different that the typical selection process for hiring EIS writers generally.

    Orly, it isn't evidence just because you downloaded it from the internet.
