      It may not just be tax payer funds being shut down. Soldiers often put their own 'skin in the game' (a GOP virtue of course) and have to keep this set up at every change in MOS in order to maintain eligibility for matching funds (2:1 of their dollars) towards college degree costs.  To me, putting the ACF programs on ice adds more insult to injury, especially if even the access to personally contributed monies will be blocked. This could put major obstacles in a soldier's ability to meet eligibility requirements for promotion/advancement.

      Will the soldiers still have their VEAP personal contributions automatically taken from and credited during this time? Will the 2:1 matching federal funds be 'credited' (since it's basically 'on paper' monies) during this GOP Sequester from Hell?  For those who change MOS during this time, they should ask whether any change of MOS assignment could make their longterm eligibility for larger matching amounts at risk, assuming VEAP is on ice for the duration. A soldier who forgets to maintain VEAP at each MOS change can end up forfeiting a significant amount, so I worry this could lead to all sorts of SNAFU scenarios post-Sequester.
