    His party's dilemma was, according to him, to vote in favor of good policy or against the black guy. His entire party including himself ended up voting against it. I really don't see any reason to see his comment as anything but an honest and sober assessment of the state of the Republican Party in the age of the Obama presidency.

      to be a facetious slam at the motivations to vote down expansion. Context.

      In a January interview with the Charleston Regional Business Journal, Crawford explained that he -- unlike many of his Republican colleagues -- supported the measure to expand Medicaid eligibility under President Barack Obama's health care law. But Crawford predicted that he would be a dissenting voice in his party, suggesting that his fellow Republicans knew they would benefit from opposing Obama, in part because of race. - Huffpost 3/13/

        He did not dissent.  He voted against expansion.  Therefore he was explaining his own vote.
