    The vast majority of people arrested and prosecuted are guilty because it's generally a lot easier to catch and prosecute guilty people, and nobody wants to do extra work.  But because of how easy it is to catch guilty people, cops and prosecutors get lazy and just start assuming anyone who superficially looks guilty is guilty.  If they had to look deeply into every case to make sure they weren't screwing someone over, they'd have to work a lot harder than they do - and no one wants extra work.  Just one of those facts of institutional suckitude.

    Without a strong safety net and living wage, all labor is forced labor.
