    But I can conceive of circumstances where voting against could help someone, if their district includes one or two major businesses/industries/employers  that are adamantly opposed.

      Not their own selfish interests.

        If the vote in question won't affect the outcome anyway, and a vote for/against could negatively affect the 'critter, the strategy of party leadership is often to bless a vote counter to the party policy (and the broader constituency).  This is not a totally bad thing. It lets a supporter "live to fight another day" - on votes where they can make a substantive difference.
